How it works
The reason a proactive message is usually a nuisance is that it fires on arrival. This one waits for a signal, and stays quiet when there is not one.
Meaningful time on one product, an exit that is about to happen, or a cart that has gone cold. Arriving on the site is not a signal, and nothing fires on it.
The product, the variant, the price, what your knowledge base says about it. That is the difference between a greeting and an answer.
